Initialement accordée le Jeudi 28 Décembre 2023 par le Président du Conseil Électoral, du fait d’un timing qui nous a échappé,

C’est ce Jour, 11 Janvier 2024 – une semaine après le lancement officiel de la reprise des inscriptions sur les listes électorales pour le compte de l’année 2024 – que la rencontre, sollicitée, par la Plate-

Forme des Partis Politiques engagés pour la Reforme Participative et Consensuelle du Système

Électoral Camerounais a eu lieu,

Enrichie par la représentation du Groupe de Travail de la Société Civile pour la Réforme du

Système Électoral au Cameroun.

Y ont pris part :

En appréciant les échanges par correspondances entre le Président du Conseil Électoral et la

Plateforme suite à la participation de cette dernière en Août 2023 au Lancement officiel de la

Plateforme de Concertation entre Elections Cameroon –ELECAM – et les Autres Acteurs du

Processus Électoral, et se situant dans la perspective de ELECAM de maintenir un cadre permanent de concertation, reconnaissant qu’il lui incombe « de veiller au respect de la loi électorale par tous les intervenants, d’organiser fréquemment des concertations avec les autres acteurs de manière à assurer la régularité, l’impartialité, l’objectivité, la transparence et la crédibilité des scrutins dans le cadre de la gestion du processus électoral. »

La Plateforme a tenu à cette rencontre au sommet pour marquer la grande préoccupation de l’heure des populations camerounaises en âge de voter à savoir :

1- La Publication par ELECAM, de la liste Électorale Nationale clôturée en 2023, dans la laquelle les électeurs sont classés par ordre alphabétique conformément à la loi portant Code Électoral ; ce qui redynamiserait davantage les inscriptions reprises –

2- L’Information sur la suite réservée par le Gouvernement à l’expression faite par ELECAM déjà depuis plus de deux ans, de la nécessité d’opérer la Réforme du Code Électoral avant les prochaines échéances électorales en 2025 :

Aspiration qui est la nôtre aussi avec la Proposition de Modification du Code Électoral de la

Plateforme dont copie a été remise à ELECAM.

De même, l’occasion se prêtant, pour remonter à ELECAM nos suggestions pratiques en vue des améliorations opérationnelles, ainsi que certains faits observés sur le terrain de nature à occasionner des obstacles et violences en matière électorale ;

C’est dans une ambiance de respect mutuel et d’écoute que les échanges ont eu lieu : Face aux points percutants soulevés par la Plateforme des Partis Politiques et de la Société Civile, les

Membres du Conseil Électoral, le Directeur Général des Élections et son Adjoint, sous la guidance du Président du Conseil Électoral se sont montrés ouverts aux améliorations.

Au sortir de cette réunion de travail, toutes les parties prenantes ont exprimé l’intérêt de garder un cadre de concertation permanente pour la préservation d’un meilleur climat social pendant les opérations électorales.

Nous continuons de croire profondément au Dialogue, à la Concertation comme voie durable de compréhension commune des difficultés qui peuvent naitre des incompréhensions dans la vie et le fonctionnement de nos Institutions actrices dans le système électoral;

AND CONSENSUAL REFORM OF THE ELECTORAL SYSTEM

PRESS RELEASE

Initially granted an audience on Thursday, December 28, 2023 by the President of ELECTIONS

CAMEROON – ELECAM, due to the different timing calendar,

It is this day, January 11, 2024 – one week after the official launch of the resumption of registration

on the electoral lists for the year 2024 – that the meeting, requested, by the Platform of Political

Parties Committed to the Participatory and Consensual Reform of the Cameroonian Electoral

System took place,

Enriched by the representation of the Civil Society Groups for the Reform of the Electoral System

in Cameroon.

Appreciating the exchanges by correspondence between the President of the Elections Cameroon

– ELECAM and the Platform following the participation of the latter in August 2023 in the official

launch of the Consultation Platform between Elections Cameroon – ELECAM – and the Other

Actors of the Electoral Process, and being situated from the perspective of ELECAM to maintain

a permanent framework for consultation, recognizing that it is her responsibility “to ensure

compliance with the electoral law by all stakeholders, to frequently organize consultations with

other stakeholders in order to ensure regularity, impartiality, objectivity, transparency and

credibility of the ballots as part of the management of the electoral process. »

The Platform held this meeting to highlight the great concern of the Cameroonian populations of

voting age, namely:

1- The Publication by ELECAM of the National Electoral List closed in 2023, in which voters are

classified in alphabetical order in accordance with the law relating to the Electoral Code; which

would further revitalize the resumed registrations,

2- Information on the follow-up reserved by the Government to the expression made by ELECAM

already for more than two years, of the need to carry out the Reform of the Electoral Code before

the next electoral deadlines in 2025:

An aspiration that is also ours with the Proposed Modification of the Electoral Code of the

Platform, a copy of which was given to ELECAM.

Likewise, this is an opportunity to provide ELECAM with our practical suggestions for operational

improvements, as well as certain facts observed on the ground likely to cause obstacles and

violence in electoral matters;

It was in an atmosphere of mutual respect and listening that the discussions took place:

Faced with the powerful points raised by the Platform of Political Parties and Civil Society, the

Members of the Elections Cameroon, the Director General of Elections and his Deputy, under the

guidance of the President of the Elections Cameroon, were open to improvements.

At the end of this working meeting, all stakeholders expressed the interest in maintaining a

permanent consultation framework for the preservation of a better social climate during the

electoral operations.

We continue to believe deeply in Dialogue, in Consultation as a lasting path to common

understanding of the difficulties which can arise from misunderstandings in the life and

functioning of our Institutions involved in the electoral system;

THE PROPER CONDUCT OF ELECTIONS REQUIRES AN ELECTORAL CODE ACCEPTED BY

ALL, FOR SUSTAINABLE PEACE, STABILITY, SOCIAL COHESION IN CAMEROON, AS WELL

AS PEACEFUL DEMOCRATIC ALTERNATION
